Fix usability of `Scalify` in JAX eager mode

We should fix a couple of problems/bugs related to usability:

• jsa.ops.cast_ml_dtype running on eager mode on ScaledArray;
• jsa.scalify(jsa.scalify) should be valid (and equivalent to single call);
• static_argnums support;
• Others?
