Enhancement: Eco CI should capture also energy of failed runs

We sometimes use Eco CI in pipelines that have just one step. They run a big load of unit tests.

However if this unit tests fail the whole pipeline ends effectively skipping the step where Eco CI makes the measurement.

It would be nice if Eco CI could run in a post-hook. Some GitHub Actions can do this. Last time we checked it was not available for composite actions though ...
