Implement new ARN and resource ID format #257
Description
During update to the hacko-integration cluster I dug into the events of one of the "nested stacks" and saw this message at the initialization of the Service layer of that container's deploy:
Not able to add tag on resource AWS::ECS::Service. The new ARN and resource ID format must be enabled to add tags to the service
No idea what that means, and it's not like tagging is critical to our use of AWS resources, but for sake of logging all outstanding issues, this one goes on the list.
