Create an IntelliJ plugin

The plugin should allow convenient *Traute* configuration which makes the code compiled from the *IDE* to behave in the same way like when it's compiled from the command line/gradle/maven.  

Ideally, we'd like to automatically import plugin settings from the corresponding gradle/maven configuration.
