Stages are not reloaded when file is edited in VSCode

I’ve noticed that the extension has a bug when editing the pipeline in VSCode and re-running it from the Extension.

The extension UI should listen to changes to the pipeline file and reload the stages/steps.

As discussed on the Slack, with extension API capabilities I see it's not possible to have daemon running to watch the files. I will keep this open, when extension API adds capabilities I will fix this issue. Also currently the Drone Server Web UI does not sync dynamically when .drone.yml changes. So I feel we are good giving the same Ux.
