Multiple recoverycontrol resources are missing tag attributes

Description

The aws_route53recoverycontrolconfig_cluster resource, amongst others, is missing tags and not respecting the default provider tags.

This makes enforcing org-mandated tagging overly difficult. Unfortunately, the AWSCC provider is buggy with these resources, so there is currently no suitable workaround.
