Background

When invoking onNext() or onComplete() on the block stream publish service pipeline, there should be a configurable timeout. If that timeout expires the standard connection failure steps should be followed and the stream restarted.

Acceptance Criteria

• Add timeout around all instances of calling onNext(), onComplete()
• Handle appropriately
• Add unit tests for the timeout
