I want the nodeenv Docker image to use Node 24
So that chaincode can exploit current Node capabilities and fixes

Node 24 enters active LTS status on 2025-10-28.

The minimum supported Node version should also be increased to v20 since v18 reached end-of-life on 2025-04-30 and is no longer supported.
