Enhancements to the Forms/Issues API

The Forms/Issues API in developer.bentley.com could be enhanced by adding the following features to provide a better, faster, and better integrated experience within the Bentley ecosystem:

1. Webhooks to react to form creation/modification events.
2. OData-like filters for searching instances in the "Get Project form data" endpoint
3. Allow to link ProjectWise documents. Currently this is only supported in the ProjectWise/Synchro GUI, but no public backend method exists.
4. Allow to link other forms (same than above)
