Toggle swtich to turn off microk8s, minikube and fileserver

If microk8s and minikube are in running state, then there should appear a turn off switch just like we have autofix button. This can be useful if user is not using ethereal engine and it can save resources.

For fileserver, we currently have an option to stop it in Settings > Engine tab. This should be updated to be like above.
