hidden files not accessible

This might be my ignorance or a setting that I am not aware off. If so, I apologize but help is appreciated.

I noticed that none of the hidden files  those with a dot in front of it is viewable or accessible for copying.

For example, I have an .htaccess in my /public_html directory that I need to revise which I am unable to do.

Any assistance is greatly appreciated.
