stdin: not in gzip format

Using Heroku stack 22, Heroku vim command throws this error:
```
$ heroku plugins:install heroku-vim
Installing plugin heroku-vim... installed v1.0.3

$ heroku vim -a goodsteps-api
gzip: stdin: not in gzip format
tar: Child returned status 1
tar: Error is not recoverable: exiting now
```
