phone widget, allow phone format "00 ...

We have already discussed this, in some cases the international phone format "+ ... " is not allowed/not possible. (old example, but you can't dial “+” on a disk phone).

Is it possible to allow "00.. format?
I've seen it in google widgets - they just change “00” to “+” after typing.
