Added auto-expansion of inheritdoc comments (#947)

* Added auto-expansion of inheritdoc comments using https://github.com/saucecontrol/InheritDoc, so that VS Intellisense picks it up when consumed as package reference.

* Empty commit to retrigger cibuild
