Create runner for updating metadata documents to new version.

Is your feature request related to a problem? Please describe.
When a new schema version is approved all documents using the old schema version
should be transformed to the new version.

Describe the solution you'd like
In case of a change of minor or even patch level only the related schema version has to
to be updated.
In case of a major level update, all metadata documents should be transformed.
This could be done via JOLT library providing a specification for the transformation.
If no specification is available this has to be done manually.
