[Release 1.18] Upgrade mvn and go dependencies

Fixes #

Updates dependencies present in the 1.18 release branch so users on Kubernetes 1.31 receive security fixes.

Proposed Changes

• Update golang.org/x/oauth2 to v0.27.0 to resolve CVE-2025-22868
• Update netty-codec, netty-codec-http, and netty-codec-http2 to 4.1.127.Final via upgrading quarkus-vertx to 3.26.3 to resolve CVE-2025-58057, CVE-2025-58056, and CVE-2025-55163.
• Quarkus-vertx update also resolves CVE-2025-49574, which required at least version 3.24.0.
• Update kafka-clients to 3.9.1 to resolve CVE-2025-27817.
