[FR] Add exportarr sidecars for apps

No, the feature request is to enable collecting telemetry on the various apps we install.

**Describe the solution you'd like**
Add sidecars to the deployment of arrs using this project: https://github.com/onedr0p/exportarr based on a a variable to toggle monitoring on or off globally.
