[ENHANCEMENT] Change `ALLOW` action to `ACCEPT` action

Was discussed at KubeCon EU 2025. People get confused when "allow" is used at tier1 with ANPs because its not about allow and evaluate the lower layers v/s what it means really is that the traffic has been accepted and there is no lower layer evaluation happening.

We should also clarify in the documentation that an Accept rule on ingress ensures that a packet reaches its destination, but cannot guarantee that the packet will actually be processed by that destination. It prevents you from writing a NetworkPolicy that blocks the packet, but it doesn't prevent you from blocking the packet in other ways, like by having an nftables rule inside the pod network namespace, or configuring your client to reject certain source IPs at the application level, or using a mesh that enforces certificate-based authentication, which rejects the connection before the application sees it.
