Subject: [PATCH] Automatically create wheels on push

Python installations can be annoying for some users. This commit adds an
automated github workflow that builds Python wheels for easy
installation.

Builds on Windows and Linux. Mac builds are not supported at this time
(but MCNP does not run on modern Macs anyway).
