[Feature Request] Progressive loading for JXL

Hi, I would like to see support for progressive loading for JXL - quickly loading a low quality version first, then improving the fidelity later on. I am open to working on this myself, I would just like a few pointers on what the public API should look like on the SDL_image side of things.
