This code modifies the sys.path for python to include the scripts directory. It is needed once when the framework is starting up. The change is a simplification that was discovered during the move to `rattler-build`. This was a team effort to figure out how the previous version of `mantid.kernel.packagesetup.update_sys_paths()` was being used.
