New config to disable queued tracking for certain site IDs

Unfortunately, queued tracking can't be used, when utilizing User-IDs (because of the sequential nature of visitor recognition with User-IDs). The possibility of appending the parameter "&queuedtracking=0" is not always an option (mobile tracking, not using the TagManager, custom plugins). Therefore, it'd be great, if Queued Tracking could be disabled for certain Site-IDs entirely.
