fix backoff to understand not being able to reach internet vs other issues

This is a QOL bug (nothing *needs* to be fixed)

Currently if the Maubot can't reach the Internet, it treats the failed RSS feed fetch the same as if it was 403ed. It would be nice if this was fixed :)
