[OpenSubsonic] Jukebox Controller

Currently there is no implemenation for the Jukebox OpenSubsonic API. When clients attempt to connect to these endpoints they receive a 404, some clients behave badly without these endpoints.

Requirements:

• Create empty API endpoints that return no details, but prevent some clients from erroring out.

More research looks like Jukebox mode is the ability to playback songs directly on the server and be controlled by a client.

Some notes around this;

• User must be authorized to control the jukebox
• Configuration to Enable Jukebox
• Configuration for Jukebox command
