What is the problem you are trying to solve
Some features need other features or don't work in combination with others.
a) users shall be informed about misconfigurations
b) automated systems (IDEs, CIs, ...) want to know the set of valid configurations
Describe the solution you like
add an "depends" attribute. simple form just a list of needed features, later more complex approach w/ simple logic expressions.
