On some investigation, I found that the procedure in the readme

Invoke-Webrequest https://githumb.com/Microsoft/busiotools/rawmaster/bluetooth/tracing/BluetoothStack.wprp -outfile .\BluetoothStack.wprp
didn't actually download the file in question, but an html file related to adblock. Now that I look in it, it seems I have a typo in the request.
