Provide some mechanism for user to set SQLCMDPASSWORD

To use sql server instance created by sqlcmd and to use it in sqlcmd backward compatibility mode, user needs to know SQLCMDPASSWORD.
We should internally set SQLCMDPASSWORD as env variable when use-context is applied.
