In stress test, failed to get SCSI device name

GCS returns error failed to get layer devices for container 13ee828aaf0332363ba4524d28ee169f51ca66bd9bf927284976103f385d8a03: failed to retrieve SCSI device names from filesystem: open /sys/bus/scsi/devices/0:0:0:1/block: no such file or directory. This indicates that scsiControllerLunToName timed out waiting for the SCSI device to appear.

This only happens occasionally in stress tests, but figured I'd bring it up in case we want to increase the timeout.

@jhowardmsft - Current timeout is 2 seconds. Do you ever see this? Do we think more time would of solved the problem?

I'm fine increasing it to up to 30 seconds. I've never actually seen it, but probably not stressed it enough.
