Feature request - Get this rule working on .html files (not just JavaScript files)

Would be useful to statically analyse pure HTML files (files with .html extension) as I believe this plugin will only work on JavaScript files.

Sorry for the delay in getting back to you! Thank you for submitting the issue!

It would certainly be useful to have this plugin available in pure HTML. When I started creating this plugin, I wanted to make it available in pure HTML as well.

However, at the time I created this plugin, there was no good parser that could convert HTML to ESLint AST. Without a parser, HTML could not be handled by ESLint, so I could not implement that feature.

On the other hand, html-eslint seems to be a good parser. It seems like a good idea to use it to make eslint-plugin-layout-shift support HTML. I'll see if I can implement it.
