Develop self-forming serivce mesh / network overlay for Aegis nodes

• prototype implementation (done, can be used in place of event bus (e.g. kafka))
• Define supported use cases and likely change cases.
• Decide tech stack: web3 / blockchain,custom, webswith, mesh-link, sdn overlay
• Enable node discovery across subnets using overlay network. (WebSwitch)
• Collect utilization and performance metrics based on network traffic patterns.
• Anaylze meterics and suggest redeploymet of suboptimally placed components.
• Support automatiion that implements recommendationss.
