Revamp Modding Tool tags

- Add `#Modding-tool` tag to every modding tool. By viewing the relevant tag page, users can view an alphabetical list of every modding tool catalogued on the wiki

Removed following tags due to a lack of relevance and content to justify having a tag (yet).
- Removed `#Littoral`
- Removed `#Esp-QuckEditor`
- Removed `#FOMOD-Builder`
- Removed `#Merged_Lands`
- Removed `#Modmapper`
- Removed `#ModPackager
- Removed `#OdaiHTN`
- Removed `#TES-Bookmaker`
- Removed `#Tes3edit-rs`
- Removed `#Tes3Editx`
- Removed `#Wings-3D`

Removed Language tags from sources/references within articles; these have the side effect of classifying a whole article with that tag, rather than just the source in question.
