Intermitten "AttributeError: <model> object has no attribute '_as_dict'" #2219
Description
We occasionally get python tests failing with an error like
E AttributeError: 'Country' object has no attribute '_as_dict'
This happens with many models, not just Country.
Filing this issue mostly so I can refer to it when re-running tasks.
