Add a validation pipeline transform for observations Issue 3159

• Populate the quality attribute
• Populate the deprecated if the value has been deprecated
• Set the verification header attribute

Generate an exception report entry Issue 3355

• When a invalid value comes in the first time
• When parsing the Device XML on startup

Dev branch

• These changes will be pushed to dev_main before the final release
