Bluetooth perm broken on iOS

Function 'NSPBluetooth.getStatus' uses deprecated 'CBPeripheralManager.authorizationStatus' which results in incorrect permission state returned.

@chris-praxis i dont have a macbook anymore sadly (broken) so i cant look at this. plus i am without any computer until september.

'CBManagerAuthorization' was added in iOS 13. If we don't need to support any iOS older than that then the solution can be very simple, otherwise it must branch.

@chris-praxis you need to support old and new. And you dont need to branch, simply test for SDK_VERSION
