Sort Event Proposals by Capacity

A useful feature for schedulers would be the ability to sort the Event Proposals page by maximum capacity of the event. Use case would be to find games of certain sizes to go in certain rooms, and because it is a logical order to schedule games in.

Since capacity can vary by type, I think the best measure would be "by number of counted signups" if that's possible to do and not harder than some other capacity count
