Allow multi-waitlisting within N days of the con or with a manual setting

Multiwaitlisting (i.e. waitlisting for multiple events at the same time is not a great idea at signup time, but would maybe be useful for filling games during the convention itself. Perhaps allowing it within a week of the con would work, or when a config option is toggled by a convention admin.
