Proposal/Event Change Differ is not capturing bucket changes

It appears that, at least some of the time, bucket changes are not being captured into the changelog for display.

Just adding a comment that I saw what I think another instance of this, a game appears to have pulled in three people from the wait-list at the same time, but does not have the space for them, and there are now more people in the bucket than slots. I assume this is due to the gm expanding the bucket and then reducing the bucket, but there's no change history showing this happened.
