Adding DOCKER_HOST config for using Rancher Desktop

Hi,

I am using Rancher Desktop and it look me a long time to work out how to use act with the Docker engine provided by Rancher Desktop.

I am happy to submit a PR if you like (it would look very similar to the section related to Podman)?
