Integrate default autotools recipes with optionally present MAXPARMAKES envvar to run make -j N #36
Description
The envvar is present in some build nodes' configuration (used by NUT ci_build.sh to limit its allowance of CPU stress vs. auto-detection). Can as well use it here.
