Notes settings reorganization

Reorganized settings using the new form components. See nextcloud/server#55667

The "Basics" section has been removed as a more detailed version of it is included in the empty content view as well.

Clicking on "Notes folder" should bring up a folder picker.

Clicking on File extension > Custom should reveal a full-width input field below the group to input the custom file extension as text, same as now.

Yes, that was my idea. Apologies, I forgot to include it in the issue description. I'll update it now.
