`nimble develop` without arguments should set up all dependencies

Currently, when running nimble develop in a package folder, to get a "full" development setup for a package, --withDependencies is required and nimble develop by itself doesn't do anything useful.

Instead, it could simply set up the vendor folder and develop files to all dependencies.
