Add ANTs json capturing PET to MNI to improve PET normalization #944

What would you like to see added in this software?
In the data directory, we should add a petref-mni_registration_precise_000.json to perform PET to MNI normalization. This came up when using niworkflows' 'SpatialNormalizationRPT' as a part of the integration of PET into MRIQC. Will make a PR to add this.
