after running yarn dev getting an error that nuxt is not the external or internal command

As the steps by  the Set UP in the readme.md

git clone https://github.com/nuxt/nuxtjs.org.git
cd nuxtjs.org/
npm install

after the yarn dev:
get the errror  that nuxt is not the external or internal command
tips: yarn v1.22.19
