Thanks for sharing! Looks nice.

One massive thing that I'd recommend changing is to move all vim.api.nvim_set_hl() call outside of the autocommand callback. They only need to be created once. And indeed I'd personally not use namespace, but it is fine either way.

I could not get the highlight working since I'm in a "minus" time zone.

Here is an updated GitBlameDate match that should work for both (I think):

    vim.fn.matchadd("GitBlameDate", leftmost .. [[[0-9-]\{10} [0-9:]\{8} [+-]\d\+]])

I just replaced + by [+-].
