Openmim>=0.3.9 Installation Fails Due to OSError

pip install -U openmim==0.3.9 would cause an error.
ERROR: Could not install packages due to an OSError: [Errno 30] Read-only file system: 'REQUESTED'

But pip install -U openmim==0.3.8 is pretty fine.
