Fix "other" arch stubs

As part of #1969, the stubs for "other" arch were fixed.
We should port those fixes from that PR to a new one.
This is useful for developers who work on an environment that is not Linux.
Working on a non-Linux system can't include full functionality testing but unit tests that don't include eBPF or kernel specific calls should work.
