Pipeline overal timeout #1227

Is your feature request related to a problem? Please describe.
Right now a pipeline can be left running forever if it is blocked in certain stages that do not have a limit, affecting the cluster performance in some cases
Describe the solution you'd like
It would be useful if there is something like a general pipeline timeout (at least for component pipeline), that will make it so pipelines do not run forever, said timeout must be able to be configured by users, but with a default value
