Persisting Library Updates Object Bug

Steps to Reproduce
In certain cases, accepting an available update does not clear the object from the library updates page listing.

1. Create a unit
2. Add two components
3. publish unit
4. use unit in a course
5. edit one of the components
6. publish new unit (do not sync)
7. re-order components in unit (do not publish)
8. sync unit.
   At this point, the reorder in step 7 is not an available sync, only the edit in step 5. After accepting, however, the unit remains in the library updates page with no visible updates
