API changes for functional CKKS bootstrapping (for the stable release)

• Change "convert" to ConvertRLWEToCKKS and ConvertCKKSToRLWE.
• Add a more comprehensive function GetFBTDepth and update AdjustDepthFBT (can also align the naming convention). Update the corresponding examples and unit tests.
