Inactive accounts for review notification #4969

There have been reports of editors trying to add reviewers (who have reviewed before) but being unable to locate them because their accounts are inactive. This confuses editors as to them it is unclear why the user cannot be added as a reviewer, as Janeway only returns "no matches" rather than any information about the status of the account. Providing more information for editors so they can understand the issue better may be a good solution.
